Tom Bartlett, P.E., is the Founder and Principal Engineer of Civil Seas Engineering, bringing 15 years of experience spanning civil engineering, coastal construction, and environmental engineering throughout Florida. His expertise includes land development, stormwater management, hydraulic modeling, permitting, and regulatory compliance for residential, commercial, municipal, and marine infrastructure projects.
Tom has successfully led projects from initial feasibility and conceptual planning through permitting, construction, and project closeout. His extensive experience working with the Florida Department of Environmental Protection (FDEP), Florida Department of Transportation (FDOT), St. Johns River Water Management District (SJRWMD), and local governments allows him to efficiently navigate complex regulatory processes while delivering practical, cost-effective engineering solutions.
Known for his hands-on approach and collaborative leadership style, Tom founded Civil Seas Engineering to combine advanced engineering analysis with sustainable, low-impact development practices. He is passionate about designing resilient infrastructure that protects Florida’s natural resources, reduces long-term maintenance costs, and creates lasting value for clients and communities.
